Primary level: Who can start with their education?
 
All children can transfer to the primary level from the pre-school level without taking an admission test. The majority of handicapped children are schooled in special pedagogic institutions.
Important general conditions for the primary level are recorded in the school concordat of The Swiss Conference of Cantonal Ministers of Education (EDK): the admission in the compulsory school with 6 years of age at the earliest, the compulsory education, the uniform beginning of the school year as well as the period of the school year.
Parents receive an exemption allowance when want to displace the admission of their child to the primary level by one year because of a lack of school maturity in a majority of the Cantons. The same applies to the parents who wish to displace the school admission one year ahead because their child is already mature enough for the admission to school. An expansion of the school concordat from 1970 will newly regulate the school admission age as well as the former and more flexible school enrolment.
